Green visor? how many splatters do i need?
How and when do i get the locus helmet?
When and how do i get the Midnight Visor?
How and when do i get the Dead eye helmet
I wish I knew, I want those so bad!
U need 75 splatters for the green visor!

As the game is only on it’s 2nd day of release some of these question will be hard to answer but here I go!
Green Visor - Unlocked by getting Mastery in the Splatter Commendation.
Locus - I don’t know.
Midnight Visor - (I Be ZeRo G) Get SR level 46.
Deadeye - Again, sadly I don’t know.
You only get Deadeye through a specific preorder bonus

You sir are wrong about this, all armor is available to everyone excluding FOTUS.

FOTUS and recruit PRIME. Prime is exclusive to the LE, just as FOTUS is exclusive to the LE console. All PREORDER skins/armor will be available to everyone later on, when 343i decides to give them out, similar to the map packs. (I think?)
