To the best of my knowledge, it’s never been double (a la Bungie). It’s a “featured playlist" with “increased XP” in the 343 universe. Not very catchy.

last week, sometime during mid week, bravo mentioned on reddit* that is has not only been increased, but actually more than doubled now, something more like a 2.2x increase in xp. The reason I used * after Reddit was because I’m not entirely sure that was the source it came from, but I do know bravo said it was definitely changed for the better

Not entirely true. Bravo said the doubled it FROM WHAT IT WAS PREVIOUSLY.
