REQ boosts I get. You buy stuff with that. But what’s the point of XP boosts? A new number? Is the idea that you get your level up REQs faster? Because from what I’ve seen the level up REQs are paltry and don’t offer anything exciting. Am I missing something?

XP boosts simply let you level faster. You get Req packs when you hit certain numbers so Req Points for buying packs and XP Boost for helping you get to levels faster which also gets you more Req packs.
Level 45 and still nothing useful from leveling up. I heard in the 50’s/60’s the packs get much better, but c’mon, there needs to be an incentive to leveling up.

But from what I’ve seen you get an emblem every five or ten levels or something like that. No armor, visors, weapons or anything. Are people really that into emblems? Stupid me thought that the XP points I was seeing were the same as the REQ points. When I realized they weren’t I sell those XP boost cards so fast. I’m just wondering if I’m missing something important.
According the to PRIMA Strategy guide, the level up packs you get contain better cards. Rares and Ultra rares once you’re way up there. Oh yeah, and the emblems every so often as you mentioned.
You should start seeing more uncommons after LVL 40, and more Rares around 75. Really, its just a number, but when you dont have any RP boost, its nice just to have a boost than no boost at all.

So you’re saying that I’ll get better cards from my REQ pack purchases? Do you have the strategy guide or is that what you heard?
We have a Strategy guide at work. You dont get better cards from your purchases, just the promotion packs you get from leveling up.
Edit: I’m around LVL 65 and im getting mostly uncommons and Rares cards from the pack, and some commons. At the moment, it’s like a Silver pack with no permanents or certifications.

They handicap you when you use them, at least that’s how I feel.
It would be nice to clarify what rarity of cards you get at high levels. Any info from 100+ level players would be appreciated.
I use them, mostly because I don’t get many RP boosts. I am level 29-ish as of posting now, and I only get commons and an uncommon or two from level up packs. Using the XP boosts seems better than selling them because if I get a promo pack, I can sell the crap cards for more than the one boost card.

Got it in 1! 
Once you get to the higher ranks, you get bigger REQ packs.
The only req boosts that are worth keeping are the legendary ones. Like here is a screenshot of the amount of req points i got from one match after using a Warzone legendary req boost. I used one not long after that for exp in Warzone and got around 12,000 exp.
