I’ve seen a video that shows all of Osiris’s perks, Buck with increased melee, and Vale with increased speed, and every member has quicker thruster regen.
What’re Blue teams perks?
Theres a couple videos and screen shots showing their perks.
Linda’s augments allow her to be able to perceive her surroundings when using Smart-Link.
Chief has more melee damage.
Kelly is faster (which is to be expected from Kelly if you have read the books).
Fred is able to carry more grenades.
The whole team also have shields and health that regenerate faster.

The description in-game says that faster recharge is because of their ARMOR, not because of them being Spartan-IIs.
I guess Blue team has faster shield regen, whereas the Power Rangers have faster thruster regen.

SII were the only ones issued mk vi gen 1 prior to the various subcontractors developing their own on a mass scale. While the later were produced independently and separately form orginal mjollinir the original was created and and refined by the invent herself. Dr halsey. Which one would you prefer

my guess is that this statement is in contrast to osiris’ regen (spartan IV’s vs. spartan II’s)
