I would simply use a rocket launcher against him.

I would get Promethean warp tech. Call in a planet-destroying nuke, warp back into safety, and watch the fireworks.

I’d just find the nearest body of water, jump in, and dare him to come after me.
Show him H4 and H5. His will to fight would be lost.
I would try to keep my distance and secure a weapon, preferably a knife, and try to puncture his undersuit at the joints or neck. Or just put a shotgun shell through his head.
So what kind of situation would it be? Would the environment be open, urban, forest etc etc… would there be water, swamps or such? Would it be unarmed only or would there be weapons included and would both have access to same weapons? Would he also have his power armor and would vehicles be included?
To give one answer there could have to be more specifics because there are many variables depending on the situation and strategies change when situations change. But for now there is just too many things to list.
Make this into Captain America Civil War, and have the whole UNSC/ONI after him, then when they finally found him, detain him

This will obviously not work you have to get inside his head and to do that you must ask him a question
