A freaking Forge world like reach where you could explore a huge area filled with classic maps like blood gulch, not just one freaking 10x10 floor and build from there that was just stupid and a main reason why people didn’t forge much in H2A despite the servers.
All of them, along with a Forge World like there was in Reach, because it was awesome to play around in and explore. Also, maybe Pelicans/Falcons/Hornets

Just take off limitations. Let us have 10,000 maps and make as many objects per map as our consoles can handle without literally freezing.
Allow us to alter the skyboxes and influence the weather of each map.
dynamic elements. reach had the best forge system but halo 3 had the most custom games by a country mile…why? because it had a lot of options for gametype customizations and the objects in forge interacted in weird ways with the physics, creating all the dynamic elements like doors, buttons, traps, launchers, elevators, destructible walkways etc. vehicles could also move most blocks. everything could interact. yes the shield door, weapon holder, palette combo was a glitch but that was the staple of custom games. have magnetic objects or blocks influencing other blocks creates depth in custom games.
tools for faster forging like vertex binding, even more stable precision editing, overhead map,
more different types of forge objects, the reach palette covered larger objects, smaller objects like in h3 are needed too. something which feels more in proportion to player size.
ability to toggle dynamic lighting would be great
making sure the objects fit well with each other, reach was pretty good in this regard, halo 4 was really bad (rounded edges, bad proportions in relation to other objects)
things that will give more depth to gameplay on forge maps, make forging more efficient or make forging more broad. that’s what will make it better. dynamic elements and effects are cool but it’s just fluff.
If I had to pick among these, unlimited budget or AIs. Another thing that would really help map makers, specifically symmetrical map makers, would be a ctrl c+v option in that you could copy entire parts of maps.

^This^ but unlimited budget is what I voted. I’m not a forger, so I can’t speak too in-depth about this topic…so I’ll just ask, are the budget caps there to ensure smooth gameplay on our finished forged maps?
Probably all of these, but I really like the idea of A.I.

AI is nice and all but is overexaggerated in its utility.
To me what Forge really needs is to solve its visual crisis that has plagued it since the beginning. Most maps made in Forge just look absolutely awful.

Last I saw, AI in multiplayer matches is a possibility, dude. The unlimited budget is spot on, though. Also, having more objects to choose from is what they’re getting at. I don’t think that’s a hardware restriction.

Now about AI. Gamecheat (who you should all be subscribed to already) has done the impossible. And we’d all be able to do it, too - if Microsoft didn’t ban people with good ideas from Xbox Live.

Daytime and Weather.
Multiple texture themes for each map. Maybe faction-specific themes as well, like a UNSC theme, a Covenant theme, and a Forerunner theme. It’s time to let us make maps that are more than just functional, let us make them beautiful as well.
