General comment: with every single game ever released, there has always been a thousand ideas that did not make it in for every idea that did. They only have finite time, some ideas just plain sucked, or other ideas were more important to get into the game. Reach was no different.
For example: they prototyped a level where you drove a scarab around the burning new alexandria. However it ended up not particularly fun and the controls never worked right. Instead, they built the New Alexandria level you see today which showcases the Falcon brilliantly.
There were a few extra wildlife creatures cut from the game late into development, such as a purcupine type animal and a squirrel type one.

Like what? Bungie rebuilt the entire gametype engine for Reach, giving them much more power and flexibility. Some gametypes (like VIP) were not rebuilt in this new engine (because VIP never ended up particularly fun anyway)

Just rumours. But don’t think the thought never crossed Bungie’s mind because it did: the AI and pathing and stuff is several orders of magnitude more work and greater in complexity than Forging MP maps. Considering many people cannot make good MP maps and find the gametype setup often confusing, it’s a good bet that Bungie never went very far with this idea.

Probably not going to happen.
When people see stuff that was cut, often the first reaction is:“THATS SO COOL WHY DID YOU CUT IT!??” Disappointments ensue, feeling like they haven’t got the ‘complete’ game no matter how far that is from the truth. Also, it’s less of a surprise if 343i/Bungie manage to make that idea work in a subsequent game.
E.g. Did you know they tried to get online/LAN co-op working as far back as Halo 2? Bungie didn’t talk about then, and they pulled it off in Halo 3 and in 4P style.
