What type of civilization were the forerunners?

Just something I have wondered on since reading the books years ago. The UNSC/UEG appear to be a representative democracy while the Covenant are a theocracy. However what type does the Forerunner Ecumene fall under?

It was a caste-based society, people separated into different rates, such as the Builders, Miners, Life-workers, Juridicals, Warrior-Servants and Engineers. Their Government body was the Ecumene Council, which was supported by a network of Ancillas (AIs) called the Council Metarchy. I’m not sure if it was a democracy or autocracy, but I do know that some Rates had greater political power than others, with the Builders at the top of the pile and the Warrior-Servants at the bottom rung.
There didn’t seem to be a separation between their religious beliefs and politics, as their steadfast belief in the Mantle, as well as their right to uphold it, influenced much of their society as well as how they interacted with other species. To some races throughout the Galaxy, they were protectors and Guardians, but to others (like Ancient Humanity), they were brutal imperialists who were not willing to tolerate any challenge to their dominance over the Galaxy.
So, the Forerunner Ecumene may have been a mixed government, with a rigid, caste-based society with some liberal elements. That’s all I can say, really.

True, I am aware of those facts and had considered the ecumene a sort of theocratic republic but that didn’t feel quite accurate thanks to the caste-based society.
