Depends on which timezone you’re in. Down here in east Australia; Reach will be available on the 4th at five in the morning.
It will launch noon here. Depends on your timezone, simply just go into the xbox store and look the game up. Make sure you look the MCC add-on and not the backwards compatibility one. It will tell you what date and exactly what time in your timezone it will be released and you can play
