You should read Glasslands and The Thursday War, they’ll explain everything for you.

The Covenant you fight in Halo 4 is a splinter faction that still believes the Forerunners Ascendancy is The Great Journey started by firing the Halo Array like the Prophets told them.

The elites after the war were on their last leg. They had no way to repair ships, or even their field equipment as that was the job of the prophets. With no faith to lead them they started a war with the brutes, in a trail of revenge and blood lust. This path lead to their large crumble as more and more of their ships, weapons, and even armor fell apart. After the war with the brutes was over the arbitor had seen the crumbling and knew that a truce with humans was the only way to survive. A wrather large splitter faction was made in protest of this treaty of peace, to turn their enemy to a friend and show weakness was a teeth grinding event to them. So now the elites are at a civil war. The storm covies are mainly a rag tag team of aliens who believe the humans are evil and that the forerunner are gods.
intruth the real covenant disbanded some time ago
the storm covies are a newly founded covenant
so basically a covenant mark 2 down grade.

Now to the topic at hand, not long after the events that took place at Installation 00 (The Ark) a Sangheili (Elite) civil war broke out. One side has moved on from the Covernant while the other one still had strong beliefs about the “Great Journey”. From this civil war some of the Sangheili broke away from the rest of there kind to reform the “Storm” Covernant. They then found Requiem and for years have been trying to find a way inside the planet.
