Surely after all this time and all the technological development we must be Tier 2 at the very least. I mean the Mantis and the UNSC Infinity have shields and we have 400 - 500 hundred Spartans now, all fit with shield and Forerunner technology and much more. So what do you guys think?

Depends, Humanity as a whole is still a tier 3, however ONI, and equipment like the Infinity, and Spartans in general are tier 2, not quite tier 1 just yet. But they are steadily approaching that line but its clear Forerunner’s are still a bit ahead especially in the control of gravity, energy, department.
The Covenant themselves as a whole was tier 2, and the Infinity and Spartans, surpass their level a good bit at this point. Spartans since Mjolnir Mark VI was invented have been able to outperform anything the Covenant’s Infantry has available, so while its not a tier 2 tech scale as a whole, it is atleast a push in the right direction for Humanity.
We’re about tech 3. Just need to upgrade our third reactor to get to T4.

So it’s safe to say ONI are like Tier 1.7 along with some other Human colonies.
With the Forerunner technology found within Onyx, I’d say that we’re probably Tier 3.5. I’d say that they’re pretty close to were the Covenant were.
That is if the Forerunner’s classification system includes decimal.

Colonies no, but ONI and Higher up Military assets could likely be at the top of the tier 2 scale. I dont think anyones completely sure just how close the Covenant as a whole were to Tier 1, but I would say around 2.5 since their technology was simply based off Forerunner Technology and were imitations more than anything.
Maybe by Halo 5 however I could see Humanity etching closer to topping the Tier 2 scale, but not as a whole, mostly due to the time it takes to develop, refine, Forerunner Technology in most cases.
Without the advancements in Mjolnir due to the Covenant actually coming into the picture, if John was to use lets say Mjolnir Mark IV level armor against a Promethean Knight, he would no longer be our hero. But the financial cost to just develop a Mark VI Mjolnir of the level John wears is extremely high yet very worth it.
I am just curious if the Generation II Mjolnir Spartan IV’s wear made even more advancements to the plating of the armor. Halo 4 cant come soon enough :(.

Remember that the Covenant had thousands, if not hundreds of thousands of Elites each with energy shields, entire ships with energy shields, and much more.

If your referring to the spartan ops scene, it just went through it with force, not in a technological way.

Yeah, but still it tore through it like butter, and the over size of it was ridiculous, but again that what some other posters mention. The fact that ONI and the Spartan Program now is way ahead of the rest of the UNSC military. They did use every piece of Forerunner tech in the construction of the the ship.
