He is a forerunner. He was stuck in stasis within a forerunner cryptum for 100,000 years. The cryptum he was in neutralized the effect of the halo array, so he was unaffected inside.

He is now alone in the universe. NO other forerunners, as far as we know, survived the flood-forerunner war/halo array.

Well, the Didact is in halo 4, and I’m fairly certain that can be used as a tie to the game, so yeah, could it be in the universe section, yes.
