What;s the deal with rank cap?

So everyone talks about the rank cap at 70, but what I’d like to know if it is permanent. There was a rank cap in Halo Reach, but now the cap in this one can be passed with something preordered, I guess. If surpassing rank 70 is only going to be available by purchasing something, I’m going to sell Halo 4 by the end of the month.

It will probably be raised when the releasye the other specialisations.

When they have finally found a map and see that the USA is only a small part of the world. But no one knows when that moment comes…
