I personally focus on buying silver packs, they give out the same amount of permanent unlocks as a gold pack. I find it makes a lot more sense to go for these, at least for now. Try to clear up the common, and rares. Hopefully, by clearing the common items, it;ll make the legendary chances go up.
My best pull was a legendary Gauss warthog from a gold pack.
