I don’t really know, he doesn’t seem as strong as a pre-Great Schism Zealot, and certainly isn’t as “brave” as other high-ranking Sangheili for fleeing during the Majestic raid on his base, so maybe just a Major or a Rank inbetween. Who know, as we don’t know anything about his Covenant-era lifestyle.

They’re not called the “Storm”.
And he’s technically a Shipmaster, but that was under the former Covenant.

He is a Fleet Master, Ship Master and thee Didact’s Hand, all in 1.

I’d like to think Grand Prophet sounds nice, but it isn’t a real rank.

He wears Zealot Class inspired Shipmaster armor this is pretty clear from any Screenshot and appearance made by him, it is also noted in the Art of Awakening, under the concept art of the Black Zealot aka Jul. His armor is a iridescent blue/black, with blue accent armor lighting, instead of the purple of the Zealots and green of other forces, classes,.
His Rank is a Shipmaster as noted by others.
