What rank can I unlock the Boltshot?

And it isn’t what I expected it to be I guess.

I thought it would be a shotgunlike weaon when used correctly. Well it kinda is, but you have no bullets left in your gun after taking someones shield down with he charged shot so I guess it’s bad?
