I think a Jiralhanae of either gender. They haven’t really been prominent in the series since ODST, and I’d like to see them return.
Male Elite. Jul does not seem like the kind of guy to play nice with Brutes, and female Elites simply don’t fill that role.
Besides…who cares about gender? I would hate to see Feminists/SJW inject their revolting ideologies into the Halo lore. Make characters that work for the story, not props for an agenda.

I know it’d make more sense with a male elite, but I think 343 could make quite an interesting Story with a Group of brutes wanting to kill Thel and having a common enemy they unite with the Jul or something like that.
BTW shouldn’t it be “species” instead of “race”? Brutes and elites are not the same species so you can’t talk about race in this context, AFAIK.
A female Kig-yar would be awesome. I believe that Kig-yar society is a matriarchy for the most part, so it would be awesome to see a female Kig-yar assume the role of a leader. Especially if it were to occur in a game because we’ve seen literally nothing of female Covenant species and female antagonists in the game. It would be something fresh and unique at the very least.

The ironic thing is that both Bonnie Ross and Kiki Wolfkill of 343i are feminists, and their views on feminism have already influenced the Halo series. I have nothing against that if it leaves us with strong female character. We’ve already seen some great stuff from new characters such a Petra. But yeah, I’d only be against it if they were to interject overt political messages into the story only to detract from it.
I do believe a drone would fit nicely. Maybe that would allow more of them in game
I’d say his son Dural 'Mdama would possibly return to become his heir to the throne of Hand of the Didact and continue the Covenant Remnant with Avu Med 'Telcam, to resist the Arbiter and get revenge for his mother.

If there’s gonna be a third-in-command, I’m totally hoping it’ll be Brute! It’s sad that the Brutes haven’t played a major role in the series since Halo 3: ODST. I totally hope they’ll return and I’d love to see one work close to Jul. I think it’s totally possible. A lot of people don’t consider how cunning, crafty and manipulative Jul is. If he’s willing to work with a human (i.e. Catherine Halsey) to achieve his goals, I don’t doubt he would work with Brutes.

I’d like it most if it were a Brute but I can’t see an Elite, even Jul, giving command of anything to a Brute.

I doubt Jul likes the Brutes very much. Besides, Brutes have always been the baddies. It would be refreshing to see some Brutes on our side, against Jul.
Like I ssid…Male Elite makes the most logical sense.
