Earth, most likely. Any that had them buried there but didnt get pulled to Genesis.

Really the guardians need not be a stationary asset watching 24/7. With the speed of forerunner slipspace, provided you crippled all military hardware, you could easily monitor it with simpler constructs and just move the guardian around as need be.
