I don’t remember the exact wording of it (don’t have a copy of The Fall of Reach on hand either), but one of my personal favorites is Mendez’s quote about how it is acceptable to spend lives if necessary, but not to waste them. If someone could provide an exact quote and page number, I would greatly appreciate it.

I remember reading this and losing it at the mental image of a 7+ foot Promethean floating about in nonuniform gravitation and cursing in early Digon (in a possibly sacrilegious way of course).
