It means it will be easier for them to adjust the weapons a few months from now.
i assume it means that they are adding a way to more easily adjust weapon stats so that they can adjust things more often and test things a lot more easily.
It means they can adjust weapons without a TU. Like with the biweekly MM updates. We’ll know more after the PAX panel tomorrow.
Remember when it took months to adjust the BS to not kill at a range farther than a shotgun? With this, they can now adjust the weapons in a matchmaking update.
This can also mean that if players bring a good convincing argument that one gun is too powerful, such as the DMR, they could change that quickly instead of forever.
It means they can change the weapons whenever they want without a big TU. Basically, they could nerf the DMR one week, buff the Carbine the next, etc., without having to make a TU each time.
In addition to what the others have said, it means that they can easily play around with balance and tweak things as they please. For example, they can go ahead and (for example) nerf the DMR to make it a 8 shot kill. And then, for some strange reason, certain people will go ahead and complain that this is still too powering, so a week later, they can go ahead and fix the DMR by making it a 17 shot kill. And remember, all this is updated in our game just like any matchmaking update, no need to download a Title Update.
