My bet is the 343i skins. Keep in mind this thread is for OBTAINABLE skins, so no unicorn fist dosent count.
It probably is the original HCS skins. 343i skins were made available twice (once accidentally, once purposefully). The original HCS skins were made available only once, as far as I know.
There’s also the Sticker shock skins from the Halo Legendary crates. I consider them to be rare because there’s only a limited number of crates to give out and you can only get it once.
I would say the 343 skins, and sticker shock. 343 have not been made available again, and sticker shock is only available through loot crates.

I thought those were only the newer HCS skins (the red and blue variants). As far as I know, the white HCS AR and Magnum skin came only from the original HCS REQ Pack.

It was but then they added them to the Pro packs along with the Athalon Armor

i am not sure, if so it would be a very slim chance due to the rarity of the skins themselves.

The HCS skins are still available now all you have to do is buy a team skins pack.

Its a pretty high chance. You are guaranteed to get 2 HCS items from each team pack you buy and there are currently only 11 HCS items including the 2 original weapon skins. That means you get a 2/11 chance to get the weapon skins from one of the slots and since there are 2 slots theres a 4/11 chance that you will get one of the skins from a team pack.
Personally I think the 343 Industries skins are the rarest since they came from a limited time pack that was also very expensive. Not to mention your chances of actually getting the 343 skins from the pack are low in the first place. The packs costed $10 each and gave you 2 of the new weapon skins. So for $10 you have a 2/14 chance of getting one of the 343 skins. Personally I had to spend $60 before I got both.

Don’t the team skin req packs come with reqs too so those could mess up your chances for the HCS Contender AR and Pistol Skins?

I’m fairly certain that they come with the 2 team skins the team emblem and 2 of the 11 HCS items. I don’t think you can get normal req items within the packs.
the HCS skins are the rarest ones I’ve seen. I think I’ve only seen it once in the past few months.
