This sounds very like what the flood do. Assimilate and absorb.
So, what’s the difference? Composition by cortona or assimilation by the flood.

According to the librarian. Any attempt to bring a digital back into the physical was met with failure and abominations. So how is IT “coming to life” when turned into an AI. Is cortona"Alive"? Are any AI alive?

Free will and individuality.
IF Cortana’s plan is to compose everyone she would be turning them into AI like herself. This would mean each AI would be individual and have free will. They could of course be part of a gesalt hive mind or be inter linked in the Domain. But, that would probably be similar to the Khala from StarCraft, or the Geth and that’s not necessarily a bad thing.
I may be wrong but I think the Composer does “work” its just that the Didact made the point of enslaving humans turned into Prometheans and the “abominations” they talk about are due to them attempting to use the Composer on individuals infected by the Flood to save them. I think that’s whats implied by the canon fodder article. I mean they made Guilty Spark after all. If Cortana activates the Composer knowing that the process doesn’t work then, well, shes clearly insane and suffering the logic plague so the moral argument goes out of the window.
The flood however strips away individuality and free will putting everyones corpse into a single amorphous cancerous blob.
Also FYI, the Composer works very similarly to how the process for creating smart AI works. This has two implications. One, that Cortana could use her knowledge of this process to improve or perfect the composer; possibly even allowing it to work on the Flood. Secondly, it very much implies that Cortana isn’t really an AI but a cloned human consciousness that was “composed” and transferred into an artificial form by humans experimenting in neural physics. The fact that Cortana retained all of Halseys memories is highly indicative of this as is the comparison to the Composer.
From what I understand, the Composer turns individual organisms into an individual AI construct. It’s a 1:1 ratio; every composed organism becomes a new Promethean. I don’t think that they are collected into a single hive mind that functions across multiple bodies, like the Flood. This is further indicated by the original intent of the Composer: to make the Forerunners immortal. I doubt the Didact would have been pro-composition if it would have meant sacrificing Forerunner individuality. It is possible though that Composed Prometheans are linked to some central database, but I think each Promethean maintains individual thought and autonomy.
Also, I don’t think Cortana has any desire to Compose living beings. She seems content on maintaining a division between the Creators and the Created. As for AI being alive, they aren’t alive in the sense that they breathe or bleed. Even Cortana’s physical form is just hard light. But they still think and experience emotion. The Librarian was referring to giving AIs organic forms; that process did not work.
