They added the ability to see your XP rank in Waypoint but there’s a progress bar underneath it and I don’t get what it is? Can someone tell me what it’s for?
Do you mean the bar that shows how much XP you have to go until your next rank?

Yeah that one shows I’m very close to ranking up but that’s not true I’m halfway there.
That might just be a glitch of some sort. I’m pretty sure it should just be your xp progress

I agree with @laserpheonix; it’s probably just a glitch. The app isn’t at all accurate in most areas.

Keep in mind that this version of halowaypoint is still going through some major transition updates from the previous version of halowaypoint, so there’s bound to be a few things wrong here and there.
