What is Halo 5 matchmaking

Is Halo seriously so dead that i get paired with the same trash players over and over again? No matter how well I do i get 3 half brained twits every game and lose because of it. There needs to be a different way to calculate rank because wins is way too unreliable with the types of people you get paired with
