I have a hunch that the reason Chief is considered a “Traitor” is because he went looking to help Halsey(specifically to ask her about Cortana). Since Halsey is considered a traitor by the UNSC this would immediately put Chief in that category as well. Going AWOL can do that to a soldier.(They should have more faith in Chief than that he did save the entire galaxy twice). Oni has secrets they are not willing to divulge and once Locke finds out those secrets he will be backing Chief. The 2 Hunt the truth trailers were either:
A. What could happen
or
B. A vision within the Infinity’s holo deck.
Another possible scenario is Chief helping Halsey creates the destruction we see in the trailers thus Chief having to go and fix what went wrong.
None of us will know the real “truth” until release but until then I look forward to the bread crumbs being left by 343. Definitely game of the year in my book(The Division is a close second)

Did he really, or is that what ONI wants us to think?

I agree, it seems we won’t know until halo 5 debuts. What we can speculate on is that chief was framed or indeed went to Halsey to restore cortana. Her being a (traitor) has thrown chief in that group as well. Or maybe Halsey asks chief for his help in order to fix cortana, a way to manipulate him. In doing this he -Yoink!- In destroying the city unknowingly, and relizes that he has been manipulated by Halsey but its too late and now has a target on his back thus throwing him in the traitor group with halsey.
With regards to ONI they have never been truthful and forthcoming with any real information regarding the Spartan-II project or any other Navspecwar operations including operation Trebuchet. I understand the need for secrecy or compartmentalization but what ONI does costs the lives of Spartans, ODSTs as well as the regular marines underneath their care. Just remember the ONI is not the end all be all of the UNSC.

This. Speculation abound.
