The fleet of Particular Justice would have just decimated every planet we had.
Ultimately though the Flood would have returned and killed everything anyways in that situation, that or Truth would have wiped out all life in the galaxy.
The UNSC would have most likely been destroyed by either the innies or the covenant way before the ending of halo reach
They live ordinary lives, and most likely many of them would have been slaughtered in the human covenant war. I also believe many of them would have become ordinary marines. That being said, I am assuming others would take on the mantle of becoming spartans. Without the chief, humanity would most likely lose the war. If you are suggesting that there is NO spartan II program. Humanity would have undoubtedly lost the war, it isn’t even a question.

What would happen?
Eridanus II would be demolished shortly after John WOULD have been taken.
The UNSC’s forces would ultimately be depleted.
Those who CAN flee, will become lost souls jumping from planet to planet to avoid confrontation with the Covenant.
The Covenant will activate the Halo Array and wipe everything within reach from the Galaxy.
The Forerunner planets and structures containing back up DNA of the known species that the Librarian cataloged will redistribute the life to planets.
This cycle will repeat until the events of Halo actually transpire.
