I’ve never played ME3, but “perks” being something like that is probably what they have in mind. At least, it should be what they have in mind.
No, mainly because ME has bonuses like +30% shielding or +15% weapon damage.
I guess, Homefront had perks like “one extra grenade”, or “less recoil when shooting from the hip” or “less recoil when aiming”, “survive one bullet to the body extra”, “take less explosive damage”
Small things that allowed for customizing your class to counter snipers, grenade spam, to be able to run with smg or get better accuracy when using a rifle. I guess it’s something along those lines, but balanced for Halo gameplay and weapons instead.

I think he means the general idea, not the exact same perks.

I think it would be something interesting to see, as long as they were very minor changes and you could easily tell if the opposing person had them. Like wearing a grenade belt giving you an extra of each type of grenade or those helmet attachments extending your radar slightly or negating parts of the effect from active camo.
I want to be able to customise my Spartans look solely on how the armor looks, not how it affects me. I love the CQB helm but I wouldn’t like it if it only affected my melee attack as I prefer mid-long range fighting. I would end up choosing armor that helps my gameplay style and not be able to choose the armor that I actually like.
Besides if armor affects gameplay then we will end up with all BTB players looking the same, all Team Slayer players looking the same etc.
I wouldn’t mind if it’s something like +4 sniper bullets, 1 extra grenade, instead of you receiving overshield once you walk into it you have increased walking/sprint speed for 30 secs, make sprint duration last 2 secs longer…

I don’t want anything that directly effects the base difficulty for killing or being killed. No health no damage no recoil changes…
I’d be ok with extra ammo and nades.
This is what I’ve always been expecting when they mentioned that there would be game changing elements that could be customized, just little things that have a small impact, but nothing major. People are out there thinking we’re going to have huge changes like CoD where you can’t be seen on radar or can kill anybody with a single melee hit, which is extremely unlikely.
