Does anybody actually know what happens between halo 2 and 3, like why does MC fall from the sky in the beginning of 3? I know halo 2 was actually unfinished but does anybody know?
The answers you seek can be found in the comic series “Halo: Uprising” which showed what took place on Truth’s Dreadnaught prior to it’s landing on Earth.
Basically, the Master Chief spends the time on the Dreadnought hunting down Truth and fighting his Guards. He nearly kills him but he fails and is unable to reach him. Chief is then forced to evacuate the Dreadnought by jumping out of it and using a Forerunner door to break his fall.
Meanwhile, James Ackerson is captured by Brutes on Mars. He tells them about a fictional Forerunner key called the Key of Osanalan to buy Earth some time and to protect his brother, Ruwan Ackerson, from the Covenant that have invaded his hometown of Cleveland. Ruwan then pretends to give the Covenant the Key of Osanalan to the Brutes and is captured by them. Using a motion tracker, the UNSC are able to pinpoint Ruwan’s location and the ship that he is on, and then destroy it with a coilgun along with Ruwan. Learning that the Key of Osanalan was a lie, the Brutes behead James Ackerson.
Sergeant Johnson is also given clearance by Lord Hood to interview Quick to Adjust with Alpha-Nine. Additionally, the Arbiter’s Covenant faction glass Installation 05 to eliminate the Flood infestation. And I think the events of Ghosts of Onyx occur around this time, too.
I believe that’s most of the important events that occur between Halo 2 and Halo 3.

I’m curious as to how the Arbiter and Johnson got to Earth. If it was on a cruiser, where are the other Sangheili forces?

The rest of the Sangheile forces are around V 05 killing flood and glassing the ring.
