They were kind of a Reach exclusive, in a way - at least in the way that that’s the only place they appear in the games. I’m sure they’re considered canon and appear in other Halo media though.
I think Skirmishers are just a different class of Jackal…kinda like how the Heretics in Halo 2 looked different from the regular Covenant.

I don’t think they died out it might of been just an exclusive to reach? Maybe they left the covenant due to mistreatment or they don’t believe in the journey anymore?

In my head cannon they are the jackal snipers. In real cannon they are a slightly different species that were used too heavily on reach and went extinct. Bur realistically they were just a different enemy type invented to have in halo reach and they weren’t interesting enough to have in later games after reach.

They were always a minority species of the Kig-Yar, they were either integrated or just went extinct.
