What happened to the DLC map packs

So I started playing halo reach again after years,
I’ve bought all map packs back in 2010-2011
I’ve never seen any of those map packs comming up in rotation while matchmaking online multiplayer?

I don’t get it, i’ve wastes cash on those map packs and I never got to play those map packs? Wtf?

Now you can download them for free, why don’t they show up in rotation?

This was always the problem with map packs - everyone in the lobby needs to own the DLC in order for the maps to show up. If you can get a full lobby of DLC owners, you’ll be able to see the maps

343 doesn’t have the power to do that to a game with aging software that they didn’t even write (I think).
