Us to be able to play as dinos again I mean for the love of god I need my blue dinos playable in matchmaking again in every game type

yes, the species related segragation of elites and spartans in reach was limited
I don’t recall there being any Dinosaurs in halo. You maybe referring to the Elites.

Personally I think, if sprint and evade are even returning, elites and spartans should always start with the same ability. Otherwise there will be a big push by competitive players that the two need to be separated (like reach) due to balance issues. Better to have both act identically in gameplay terms.
