Super Fiesta for sure. But for the UNSC weapons, I recommend SWAT or Slayer.
Just an FYI, I believe you get Chief’s Crest for completing all weapon commendations, not a Spartan-IV emblem.
I recommend Super Fiesta as well. If you have some commendations left over, you can try to focus on them in WZ or WZ Assault.
I finished all my weapon mastery’s by playing Super Fiesta and Quick Play. Super Fiesta will definitely be your easiest route to obtain it.
It is the Power Weapon Mastery pack.
Isn’t Super Fiesta random weapons?
I agree with all my colleagues here. Super fiesta (I prefer BTB super fiesta) is your best bet as you get random weapons every time you spawn… Yes… super fiesta is random weapons, but unless you have a bunch of weapons already completed, this is going to be your best bet to finish everything. I also used Forerunner Slayer and Rock n Rail to finish off those weapons. It’s a struggle for sure, as I’m not very good so I might get maybe 2-3 kills a match (at best) with a given weapon before getting killed and spawning with something else. Buuut, last week on my day off, I played nothing but super fiesta, and managed to get 11% of my weapons comms done. Annnd, super fiesta will be great for your vehicle comms too when you choose to finish those, if you haven’t already…
Lots of super fiesta… For me the toughest was the plasma rifle as it’s pretty weak. So what I did was use the charged plasma pistol first then the plasma rifle. Kinda like a noob combo.
I really only want the power weapon one to get the Spartan 4 emblem. I do not care about the others. I do not have a lot of those weapons saved up so perhaps super fiesta would be better.

Still, super fiesta would probably be your best bet, now when they open a specific playlist, like rock n rail (which is only spnkr and rail gun) I would play those if you need that specific weapon, goes a lot faster and you don’t have to worry about getting different weapons, so definitely check out the playlist calendar to see if something pops up during the month that might help you. Otherwise, I’d stick the super fiesta to get the weapons you need… if not all of them…

The plasma rifle is what I am stuck on now. Won’t work in fiesta because some rocket will seek my spartan and in ranked I’m killed by their teammate or by them at the last second.
