I’m talking about the huge Scarab-like machine you have to destroy in Spartan Ops, Episode 6, Chapter 5. What exactly is it for, and what does it do? I got the sense during the mission that these things have been seen in Halo lore before; was this something seen in Halo Wars, or any of the novels?

Halo Wars had something similar in the Super Scarab that was being built in the game. The Harvester seems to be a Super Scarab on steroids.

i think its only a giant troop transporter. I cannot see, that it has guns or other things for defense or attack.

Something Like that really begs the question why it wasn’t seen at all in the campaign. A perfect time for it to show up would have been the Mission where the chief has to protect the Mammoth.

No it’s not. What you’re talking about is called a Beacon.
