I’ve tried living ok’ing it up on the old Bungie forums. I can’t find anything. Help?
I think the popular opinion is that it stands for spanker. The name is just a reference to Bungie’s old Marathon game where SPNKR was the name of the rockets in it.

Self Propelled Non-kinetic Round is the best I can come up with. Whatever THAT means.
People seem to have forgotten it was also called the Jackhammer in Nylunds original works.
“SPNKr” is an abbreviation for “spanker”, which I guess aludes to the Rocket Launcher’s destructive power. Its usage dates back to the original Marathon trilogy released by Bungie.
