At the end of the descriptions of the Gold and Silver packs, it says “permanent unlocks, if available”. Does this mean that if I don’t have a particular unlock then it’s available for me, or are they referring to when the new ones are available?

If you buy silver packs until you have collected all of the common, uncommon, and rare REQs, then you won’t get any permanent unlocks because they’re not available – you already have them. It will instead give you some REQ points back. This is when you know you should move up to Gold.
