That is correct. Here is the quote from the Halo Waypoint Ranks page:

The flood is rather toxic, which is why they have to be exterminated

Their primary function in-Universe is management of their installation and ensuring its ready for usage.
Their only main responsibility as regards Flood is in fact management of the facility’s containment and any ongoing research.
Remember too that there are many other monitors of installations beyond the Halo Array - Intrepid Eye on Gao, Exuberant Witness on Genesis) and indeed Bastion (the Librarian’s equivalent of Requiem) has a new monitor we’re all very familiar with.
We also know that Zeta Halo, unlike the other Halos, has sub-monitors in addition to the main monitor
