And why can you rank up on the forums?

Mostly profile pictures, but there are a few other goodies here and there.

7th rank?
You get more banners and pictures as you rank up. And your posting limit increases as well as getting to link at Marine and a signature at Spartan.

Warm fuzzies and an inner sense of superiority over those inferior cannon fodder recruits.

He isn’t wrong. Marine-Bronze is the seventh rank. Not necessarily the seventh full rank (because there’s only four in the standard system), but the seventh overall.

Ranking up:
-gets rid of the post limit found in early Recruit-level ranks
-gives more profile pictures
-reaching Marine gives access to hyperlinks
-reaching Spartan gives access to a forum signature

I think the rank system is partially meant to be a spam countermeasure, as the post limit can help reduce it, and the inability to post links until Marine keeps spam-bots from linking to malicious/inappropriate websites.

Plus, it’s sort of a symbol of how long you’ve been on Waypoint, as well as something to note that you are typically (note that I said typically. I’ve had some stupid posts before) constructive within the community.
