What do we know about IV's and War Games?

Not like in game but like in fiction? This particular post baffled me:

I don’t know a lot about IV’s or War Games so I was hoping that some of you would
shed some NEW light on it.

Bugger all really. I made this months ago and not much has changed. We know they wear MJOLNIR/GEN2 armor and are veterans culled from the best of the best from the UNSC.
