What division of ONI does Agent Locke work for?

In nightfall, we see him play an agent with the authorization to quietly gather intelligence, and subdue hostile elements.

Is that Section 0 or Section 1, or something else entirely?

Since it doesn’t seem like he’s dealing with ONI’s internal affairs, as Section Zero is charged with, it’s likely that Commander Locke and his team are under the command of Section Three, ONI’s covert intelligence gathering service.

For reference, Section Zero deals with internal affairs, Section One is the bread and butter of the service providing the Fleet with actual naval intelligence on fleet movement and disposition, and Section Two handles all propaganda campaigns and public affairs. Section Three is the most complex, conducting covert human and signal intelligence missions, hosting special reconnaissance and deep action units, and developing advanced medicine, technologies, and protocols for all of ONI, including much of the Spartan program.

The Department of Colonial Security (DCS), a holdover from the now mostly defunct Colonial Administration Authority, was retired Admiral Margaret Parangosky’s personal intelligence service during her rise through the ranks all the way up to the office of Commander-in-Chief of the Office of Naval Intelligence (CINCONI). It’s likely that Parangosky transferred command of the DCS to her protégé, Admiral Serim Osman, the current CINCONI.

Additionally, it has been noted that there are other sections and major commands within ONI that have yet to he revealed.

This, I’ve already asked about it, but no answer.
yes he is section three, that as “Locke Spartan” makes sense, as section three “invented” the Spartans and has operational control on some, but as “Locke soldier”?
for what we have seen it’s more section one to handle terrorism… The only thing re related with three is the halo ring (as they are responsible for everything forerunner related) but they get there “casually”, in truth they were operating on a colony.
My only answer is that section three has many subdivision, which have different tasks and goals, or maybe they have their politic plan to make a big part in colonial operations, so that when more colonies will be taken back to UEG, section three will have more power.
Locke’s team refer to themselves as soldiers, but section three doesn’t have soldiers… T he only section three style thing we have seen is Locke speaking alien.
Given that locke’s admiral doesn’t look the most clever, powerful, ONI-cool, section three spook, -Yoink- liar, it’s probably a subdivision of some kind.

The Office of Naval Intelligence’s military personnel mainly come from the Fleet services, the Navy and the Marine Corps, however, Army and Air Force personnel are known to have been assigned to the command permanently or in an advisory capacity. Admiral is one of five flag ranks in the Navy which are ranked from junior to senior as follows: Rear Admiral (Lower Half), Rear Admiral (Upper Half), Vice Admiral, Admiral, and Fleet Admiral. CINCONI is an office traditionally held by a flag officer who is a four-star Admiral.

Depends on the command’s functions, responsibilities, and size. From what we know at least, however, the only noted commander of a section has been a vice admiral.

The rear admiral that gives Locke orders is probably not chief of section three, but in chief of his team and maybe of a subdivision of section three.
ONI ranks are mainly from the Navy, but there are also some people from army, often as liaisons, like ackerson. This gets complicated, but ackerson was beta-5, a section three subdivision with much authonomy from it’s parent section, and chief of S-III program, so some of these Spartans fell under operational control of the army, while this didn’t happen for S-II, developed by ONI section three, special projects.
