So I was bored and decided to find out where some planets from the Halo Universe are. After some research I discovered that Reach (an inner colony) was located in the Epsilon Eridani A system and Acadia (an outer colony) is located in the Procyon system.
Reach should be located 10.5 light years away from Sol (our solar system) while Acadia is located 11.46ly away from Sol. This confused me as there is only a light year difference from one another. I did some more research which lead to my discovery that outer colonies begin at 38ly away from Sol, which means Acadia, Harvest and other outer colonies should be inner colonies.
So as the title says, where the hell would the border be between inner and outer colonies?
Halopedia says that the date when they were initially colonized decides if they are an Inner or Outer Colony. Here’s the page, though its credibility and validity is debatable.
Like Nova said, it’s based on when they were founded, not where they’re located. Most outer colonies were founded after 2390, the end of humanity’s first wave of colonization. So there’s no physical boundary, it’s based on the date it was colonized and various social, political, and economic characteristics.

so wait if they were to colonise lets say a planet in a system right next to sol it would still be only considered an outer colony?

If it were founded after the initial colonization wave, supposedly, yes, it would be considered an Outer Colony.

In theory, yes. But the reason they’re called outer colonies is because when humanity started colonizing they likely started with systems in close proximity to Earth and spread out from there. It’s extremely unlikely that there would be a world relatively near the Sol system that could be colonized, but hadn’t by the time the outer colonies were being established. And depending on just how close it was, and what the planet/colonists were like, they could make an exception.

That’s completely backwards, confusing, and is stupid to the point of confusion! In other words, sounds exactly like something a governmental dept. would do.

That actually makes sense.
Sorge said that date it was colonised is a factor as well as various social, political and economic characteristics. One last question here (cause colonies are real intresting), could an outer colony in theory eventually become considered an inner colony due to devopment in the specified areas?

I haven’t seen any instance of that. And those characteristics are more just things that many outer colonies share, such as being less wealthy or extravagant, or being colonized primarily for the resources they produce, or their dissent towards the UNSC and hotspots for insurrectionists.

It sounds like it could be a possibility, especially if the UNSC were to further expand and colonize more planets. However, I don’t believe we’ve seen any such instances in canon.

That sounds like some retcon after they realized that Inner and Outer made no sense
Inner and outer colonies are differentiated depending on how long it takes to them via slipstream travel. While a location in the galaxy may be closer to Earth via lightyears, it could be further away by taking slipstream travel. This is because slipstream travel is not as simple as going in a straight line from point A to point B. There are different eddies and travel routes that make travel more or less efficient. So while a location could be closer by distance in “real” space, it could be further in Slipspace. For example: I can get to NYC in a few hours by plane but it would take dozens by car. Maybe I could get to a smaller town by car in fewer miles but because there is no airport it could longer to get there. It’s not the distance, it’s how you can get there.
Inners colonies are close to Earth in the SOL system whereas outer colonies are out of the Sol system. Halo Cannon sort of messes that up at times but current military standards classifies colonies in future like that. We don;t know when we will have them but that’s how they classify them now. Hmmm makes you kinda think that maybe we already do. Hmmmm do we?
