I know that the Magnum, Plasma Pistol and the Boltshot are are secondary weapons. But what if you are equipped with the Firepower tactical package? Do the primary weapons slotted in the secondary weapon position of the loadout count as secondary weapons for achievements, commendations, and challenges?
No they still count as a Primary loadout.

Same as if at the start of the game you sapped out a Pistol for another players DMR, BR etc.
Or if you swapped your DMR for somebodies Magnum… it would still count as a secondary.
By the way, there are no “secondary weapon commendations” or achievements as far as I know?
There are muiltiple challanges that deal with secondary weapons. but i dont now what else is included besides the 3 above (is needler secondary)
Only the magnum, plasma pistol, and boltshot ever count as secondary weapons.
The easiest way to complete this challenge is play team swat using magnum.
The bad thing is that your team will probably lose the match.
Firepower package allows you to have a 2nd Primary on your loadout Pretty much like OverKill from Cod4.
