I personally don’t find rushing to be some kind of problem for the game. But jeez, I sure do read a lot about it here on the forums. What would be the time limit for a rush? How long do you want these games to go on for?

most rushes are 2:45-4:00. if i can end the game quickly i will but if not i don’t have a problem with 20-40 min games. i personally dont mind rushes
The time limit for a rush is anything before I get tanks.

Agreed. To me, rushes should be a part of the game that everyone adjusts to, and not bugs to be fixed. The problem would be if only one or two leaders were capable of the most effective rushes. That is part of way it was so good to nerf Jerome.
I think rushes are frustrating, but a critical part of any RTS game. It forces me when not playing a rush to be vigilant, preparing defenses and scouting to make sure I am not going to be surprised at a moments notice by a horde of Jumpack Brutes, Hellbringers, or Choppers trying to take down my base. Getting a few turrets up and a small army seems to repel most rushes I have seen and keep the enemy off me forcing it to be a longer game. In my mind the most devastating rush is not the early game swarms, but when in mid-game or even late game a horde of Banshees shows up over my base. Even with sufficient AA protection and aircraft of my own taking down 20 Banshees is one of the hardest things to do in this game.

Anyways, in my opinion any attack before the 5:00 minute mark is a rush.

Every time I see a huge army of Banshees I tell myself that I really needed to put pressure on them sooner to prevent it from happening. It’s such a good army.

I believe It depends on what rank you’re at
I.E
Champion
Onyx
Diamond
Etc…
I cant speek for anything below champion
So I’ll leave that up to the rest of the community
But, amongst the champion level players
3:00-3:30 is a rush, any T1 units after that could be considered a failed/Delayed Rush.

Anywhere up to pre 7m which is tech 3.
Usually they come anywhere from the 3:50m mark to the 5:50m. They generally end the game by 10mish mark
A rush is to attack before your opponent is ready/prepared. It does vary between player to player.
If you are playing low level players. The rush time limit is greater. You can hit unprepared players at 6 minutes on occasion and even later than that, rarely.
High level players are always trying to be one-2-two steps ahead so rushing has to be swift and efficient. Usually around the 3 minute mark. Maybe a little before (it’s been awhile since i’ve seen a rush -3 minutes though)
Naturally as the length of the match goes on the window of what can be deemed as a rush closes out. Even though some may say they got rushed by 3 scarabs lol.
It’s possisble. But by the time someone gets 3 scarabs ,you should have turrets and a upgraded army. A pretty solid defense. If a player is playing the game for the first time and/or new to the RTS genre…then its likely.

It just seemed like it was directed to him since you quoted him, but no harm no foul.
a rush to me is a small cheaply priced densely packed low tech level army used to overwhelm fortifications and more expensive heavier units in an attempt to close out the game before either player can build a full sized army.

Like, what would a “densely packed” army mean?
Everyone has a different view on what a rush is, but the general consensus is (from Wikipedia):
In strategy games, to perform a rush, the attacking player focuses on quickly building a large number of weak units (or some very rare and potent early game units) early on in the game with the hopes of swarming the opponents before they can defend themselves; this is to catch them off-guard and often to cripple the opponent’s economy structures
Or are you berating rushes OP?
