In the link below there are all of the emblems available in Halo 4. However in the Other section all of these emblems are unlocked via commendations. The Phoenix emblem is on the first row and the second one in.
Does anyone know which commendation unlocks it? Thanks.
As far as I know, they took it out of the game. I’m also referring to the old school Phoenix emblem. I think the one you’re asking about is a falcon or an eagle

it’s called “mastery” and you get it by reaching max level, SR50 then complete all specializations
