People have always slept on Jerome since the “nerf” he is one of the best 1vs1 leaders, those Mastadons are annoying to face, his turrets smell of victory, and those Omega Team Spartans can stun multiple vehicles with 1 hijack.

Top 4 Forge, Arby, Pavium, and Voridus. These are way better then the other leaders

Forge and Arby without a doubt but the third can go to serina or Anders.
I think top 3 right now are
Pavium, Jerome, and Serina.
Her area of Denial is ridiculous.
Honorable Mention, Voridus because I’ve never faced another Voridus that wasn’t a CPU and Anders because I hate that Sentinel drop so early.

Serina is solid, but I don’t know about her being in top 3.
I’m basing these picks in a 1v1 environment, and I don’t believe Serina is at her best in 1’s. She shines in team games where Cyros and Kodiaks can support almost any early/mid game force.
I would place Anders, Jerome, and Iz all above Serine (again, in 1’s).
Anders because her Spartan is amazing, T2 Hogs immediately is insane, easy to abuse Siege, Super Sentinel, and Protector Sentinels are broken.
Jerome because inspire is good, Mastodons are sooooo good, Omega Team is near unkillable (hold Leon), one of the better heroes, and Sprtan Moral is the business.
And lastly, Iz because of how well she performs in the Hog meta. She’s able to get an ungodly amount of Hogs out very quickly, plus the Holo, which makes them difficult to fight. She also has MAC blast, which is one of the best 6 o’clock abilities. Her late game is also disgusting with Combat Salvage Vultures or Scorpions.

And voridus got buffed last patch not nerfed, now units are glitchy and move slower in infusion making it worse then ever. Also paviums Y ability slows opponent down so much they barely move. Therefore you cannot dodge mines or ROF. So Anders or Jerome don’t stand a chance unless you wanna fight forgehog or conduit of rage. Good luck serina 
Pavium is only an issue in 1v1 when he goes in turtle if you let him expand since hes unbearable early with his eco and hero.
Voridus can still melt your atmies but not as good in early game as before, his very late game was buffed and it actually takes some skill to pull him off properly. He is by far not an easy win like forge is.
Serina is downright broken with her ridiculous freezing, units almost stop moving right away when chill builds up.
And still if you ask any of the top tier players the best leaders atm are without a doubt forge, arby, anders, isabel

His late game got buffed, not his entire kit; he’s very manageable in the early/mid game. The issue with T2 vehicles is bug/glitch, so I’m not going to count that when considering who the top leaders are.
Pav has strong points, absolutely. What you described can be very effective, there’s no denying that. But let’s not forget he has very few tools to actually break bases, and more importantly, Banished is rather weak compared to UNSC right now. Other than mines, ROF, hero, and Burnout, Pav doesn’t really have anything.
If you disagree, that’s cool, man. But most players agree that Forge, Arby, and Anders are top.

That bug/glitch works on infantry too. I love Anders and she’s a great leader but these 4 are broken as for breaking bases just go locust reaver or all maurauders then use your hero with 1 leader power to kill their entire army. After that just kill the base. As for voridus just spam infusion as in mine/grenadier drop/wake/infusion drop/cata with early hero then spam locust reaver on tech 2 since your opponent has to walk through infusion they can’t keep up and locust have range and can shoot backwards. As for early game just spam mainly grunts with gen 1st you will be fine against flamers just stay on them and constantly drop goo

UNSC will still have plenty. Just to name a few;
Upgraded Turrets, Siege Turrets, All UNSC heroes are good, Kodiaks, Vultires, strong infantry openers, and all UNSC have very strong leader powers.
