Those are the Bungie Nameplates - and no, you cannot get/change them now that 343 has taken over.
The Nameplates ? Well, you could get and change them with Bungie.net. But it isn’t available anymore. Sorry for that.
Before March 31st (April 15th 2010 for Halo 2), you used to be able to unlock & use nameplates via Bungie.net for in-game use on Halo 2, 3 & Halo: Reach.
Halo 2:
Bungie.net: Link your gamertag to Bungie.net
Bungie: Be a Bungie Employee
Halo 3:
Septagon: Link your gamertag to Bungie.net
Bungie: Be a Bungie Employee
Halo: Reach:
Septagon: Link your gamertag to Bungie.net
DMR: Be a Bungie Pro subscriber
Bungie: Be a Bungie Employee or activated it while it was available to on Bungie.net & the Bungie Mobile App
Marathon: Play Marathon Durandal on the Xbox LIVE Arcade
Halo 1: Played Halo CE on the PC
Halo 2: Played Halo 2 before the April 15th 2010 shut off
Halo 3: Played Halo 3
Halo 3 ODST: Played H3: ODST
Assault Rifle: Played the Halo: Reach Beta
Spartan Helmet: Got four of the five nameplates: Halo PC/Mac, Halo 2, Halo 3, Halo 3 ODST, and Assault Rifle
Halo: Played Halo 1, 2 & 3
All-Star: Winning the Bungie All-Stars competition or by unlocking it via Bungie’s mobile app.
You can no longer change any of your nameplates across any Halo game.
