I’m assuming all the shells/bullets the forerunner weapons use are batteries.
That said, yeah I’m really surprised the forerunner aresenal isn’t all like battery based like the covies…except perhaps with a really slow recharge time. I’m assuming its one of those gameplay things. People tend to prefer the feel of human weapons, and forerunner stuff is generally meant to be ‘familiar, but advanced’.
My theory is that Promethean weapons use “digitalized” heat sinks.

I would theorize that when Cortana took over the Promethean forces and began manufacturing more of them and their Arsenal, she modified the weaponry and the personnel to the best of her ability. Now, of course I don’t mean she improved them, but she did modify them. Also, from a realistic perspective, I would assume that Forerunner weaponry before the Forerunner-Flood war like all of their technology was powered by vacuum energy, theoretically giving their weaponry infinite ammunition. However, when the Flood ravaged the Ecumene, the Builders and Warrior Servants began manufacturing new weaponry(such as the ones we see in Halo 4 and 5) that, while powerful, durable, and efficient at combating the Flood, were limited by limited ammunition or a limited energy supply, therefore rendering the Flood’s tactics and offensive capability reduced to a degree. Also, I would assume as well that some aspects of the weapons in game are for gameplay, not an exact reflection of how they would operate in real life.
My Head canon is that the Armigers, crawlers and new weapons (light rifle, boltshot, suppressor, binary rifle, Incineration canon, splinter turret, splinter grenade) are manufactured on builder constructs (Genesis?) a thus follow the builder patterns rather than the promethian warrior servant designs in Halo 4. Hunters in the Dark introduced armigers (soldiers) as security droids on the Ark, a builder installation. Thus it makes sense that they make up the bulk of the new forces constructed by Cortana, with Knights being the few remaining Promethian Warrior servants - hence their new status as mini bosses - having been recruited to her cause.
The weapons are the same in appearance but different in function to their Halo 4 incarnations due to Faber having dismissed the Warrior servants and ‘improved’ on their designs for his new builder security.

Go down to the Boltshot section, it says the Prometheans made changes to their weaponry.
Human souls.
If they still cause disintigration in Halo 5 (I can’t confirm that) then they’re ionized particles, rather than Hardlight ammunition. The shells may contain said particles.
Like most Forerunner tech, the Scattershot is a shotgun that fires a spread of “hard light” energy. The same goes for other Forerunner weapons like the Light Rifle, Suppressor, etc.
What you are reloading is similar to a shell casing but instead of housing gun powder and armor-piercing pellets, it houses this energy.
