I gathered as much, but I’m still not entirely sure what you mean.
Are you asking where one can find popular, well-designed community-made maps? There’s no single centralized place for them. Map authors often post their work in forums like XForgery and ForgeHub. Many Reaching Perfection members also post Reach maps in their portfolios on that site. There’s also our own Community Creations section, though Forge creations aren’t as common there as other types of media.
Of course, everyone’s opinions differ – what you call “must-have”, someone else may call “trash”, and vice versa – so I can’t guarantee you’ll find what you like on those sites. But give 'em a try: do some searching, download what looks good, and see what you can dig up.
Personally I just download a bunch of random stuff and play them all. Most turn out to be…well. Lacking. Occasionally though I find stuff that is awesome.
theres quite a few MLG forgers who make some REALLY good maps. they are mostly all well done, with really good balance, and awesome settings all around. they are also super harsh about cutting out screen lag, so you wont see too much of that.
i just want to know what your Top Picks are as far as user-created maps. and which i should download to use for custom games and local multiplayer.
Like the other guy said, there are tons of different places you can find great maps. Personally, I would go for forge Hub or Xforgery if you are only looking to DL. Reaching Perfection is more of a community dedicated to improving your skills as forger. So, if you want both, I’d stop by there first. Also… cough I hear that Dead Streets map that uh… grimcreepr guy made was pretty sweet.

Chateau, by Godly Perfection (although this is already in MM)
Pioneer, by A 3 legged goat
Jackal Creek, also by goat
Embarcadero, by Flying Shoe ILR
“S”, by The Psyco Duck
