They are their because they believe that a living god (the Didact) is in Requiem.

They wanted a holiday after decades of war with Humanity so they went to the far reaches of space to Requiem, only for Humans to be there and ruin it for everybody.

They are more or less controlling themselves. You see, the covenant on requiem is actually a splinter group called ‘Storm’. They are likely on Requiem looking for means to communicate with their gods (the forerunners) as they still believe in the words of the prophets, but since it’s Elite-based, they do not work with the prophets. Hopefully more details will be discussed in The Thursday War

How was that a spoiler? That’s practically been confirmed ages ago through interviews and published articles. Besides, it’s more or less just backstory; I’d hardly call it a spoiler.
They are a Rogue group for the most part, they didnt agree with other Elites such as the Arbiter that Humanity wasnt a threat or Heretics. They also want to keep studying, securing, Forerunner artifacts, something many others wanted to move on from due to the Prophets and the lies they fed them over so many years in regards to the Forerunners. They seem to want to wipe Humanity out in general and feel to do so they should acquire a powerful Forerunner weapon, or a Forerunner who they believe to be their Gods to help them in that task.
They decided to once again use the name Covenant, and create a faction within it called the Coming Storm, but they are not the same in most ways, their rogue status has left them with limited supplies, less ships, and in some cases less armor.
