On some of the legendary power weapons and armors there are three gold stars across the card. What do they stand for?
It means they are of Mythic rarity, it’s one step above your regular Legendary item.
It’s stands for mythic. It usually means that it has some significance in the lore or has a story behind it and it isn’t a generic weapons, for example the oathsworn is special because it’s Kelly’s shotgun.

It’s a Mythic set meaning it’s of some significance as compared to just skins

This. They aren’t actually rarer than legendary (as Arising said) because if you look there are actually both mythic ultra rare and legendary req items. They share the rarity that is listed, it is simply the lore/story significance. For example all special weapons and the armor used by every campaign character are mythic.
