They are video’s that help you learn about the story of the campaign and the whole franchise.

Terminal is a large, asymmetrical map in Halo 2.
Terminals however, refer to the forerunner like computers that give you backstory. Halo 3 introduced this when you reach the Ark and brought some light on the Forerunner-Flood War, introduced to us characters like the Didact, The Librarian, Mendicant Bias (whom was “helping” MC behind the scenes during your adventures on the Ark to redeem himself for betraying the Forerunners) and so forth.
343 brought back the the concept of Terminals and instead of reading walls of texts as in Halo 3, they contained fully voiced, CG cutscenes that gave you more Forerunner backstory and of 343 Guilty Spark before the Autumn arrived at Halo and after.
The Terminals will return for Halo 4 and will no doubt provide additional backstory and story details. Fully voiced cutscenes and all.
